Capitals

Capital castle levels, what each adds and what it costs, and garrison upkeep.

RuleValue
Garrison upkeep0.02 gold per soldier per game hour, from the owner's treasury

Castle levels

Piece counts are for one capital; the gate side and the first towers change from capital to capital, the totals barely. Costs are the new pieces each level adds, paid first from the capital's stock and the rest in gold from the owner's treasury at market base prices.
